Lima Climate Meeting Ends with Promises and No Commitments

Only pledges were made in the Global Warming Talks in the 2014 Lima meeting. Nothing prevents any of the participating countries offering to reduce CO2 emissions from failing to keep any promise. Shame would be the only punishment.
